i have install .net 3.5 sp1
and i have Vista

Are you running as admin?
Are there any errors popping up?
Did you make sure your antivirus isn't blocking it?

Add Honorbuddy to your antivirus exceptions list, and are there any errors popping up when you try to start Honorbuddy?

do all the available windows updates and re-install this

Okay. I will explain what I changed.
In the start of the file it says:

<HBProfile>
  <Name>w00ts Twilight Highlands Mining Alliance</Name>
  <MinDurability>0.4</MinDurability>
  ...

<MinDurability>0.4</MinDurability> means at 40 percent damaged items it will repair.
Change it to 0.1 and it will not repair until 10 percent left.
Change it to 0.0 and it will not repair until all gear is broken.

You will want to change it to <MinDurability>0.0</MinDurability>
