re-install .net framework 4.0+ should fix the problem

i have repaired and then uninstalled / installed with all the restarts in between this is by far getting beyond annoying...

if your "Testing your own CC" then just remove the singular folder and see if it fixes it, if it does the just grab a fresh copy of the SVN

that error just throws with every plugin and cc in the folder to be honest... idk what happened since the damn pc rebooted nothing is loading with my hb install at the moment though

i hate to say it, but your copy of windows might be dieing, if you can, think about doing a reformat and reclaim some of that lost space, and fix some of that data rot. the only thing i can think of is that something messed with the .net stuff and even the reinstall didnt fix it. starting fresh might be your best choice.

the best thing you can do is next time, just use 1 drive for windows then change your my documents location and default program file install location to the external drive, so if it happens again, just change the locations back, and boom your stuff is all back where it needs to be.

Ever since Windows 7 I've never had to reinstall the OS due to stuff like this (and believe me; I put it through some abuse ). Unless you're on an older Windows version I don't think it's anything to do with the age of the OS.
You might wanna check your system for malware. Any Windows .DLL is prone to attacks by malware.

Of course; even if it is malware, the best advice would still be to do a full reinstall.....
