FATE Grinding

I have been searching for the best area for FATE grinding by level, and all the results point to Northern Thanalan for 42-50.

But when I go to NT it is always empty and there are not many FATEs popping up. Has something changed and there is a new best place for that level range? Or is it just something to do with my server? I find it better to stay in CCH because at least I will be doing some FATEs.

Any advice is appreciated. Thanks.
