That's it. Just had to confirm. Blizz hot fixed that a bit back (was reading about it) and owners of a level 3 Garrison will NOT get this quest, but instead move on to the next, The Iron Wolf. I will set it to check for this, so that it will move on after reaching this point. Thanks for this report.
