Setup can not be completed.

Hi everyone,
I have bought honorbuddy in 2015 and i got a new computer.Been trying to download honorbuddy on new computer but i can not install it.Tried both installer and zip.In installer it keeps me saying Setup Failed : 0x800713ec - Asia

When i try to install it with zip it says : Program cannot be started because of missing file : api-ms-win-crt-stdio-l1-1-0.dll then honorbuddy crashes.I have tried several ways including BuddyWizard.Please help me to solve this.Im using windows 8.1 pro by the way.

Thanks for trying to help I get an error too on installing this i have searched few sites to solve this also but could not find anything.

I did look at this.Best choice was the second solution however, it did not work again.Im about to go crazy.....Soon.....Very soon...

Wait. did you try uninstalling all your windows updates and reinstalling them?
