are way points equivalent to hotspots?

I am currently at work right now and have been tinkering with a small php script to translate GB waypoints to new GB2 Hotspots for the new HB version.

just wanted to make sure the coordinate systems are the same, Example

waypoint 1 2 3
would take you to the exact same place as
hotspot x=1 y=2 z=3
??

Looks that way, I converted a GB XML I had to HB and using GB2 it works great!
