For EU cheapest way is to buy russian Account...
Can play on EU Server with EU language but pay only $4-6 for Battlechest incl. MOP and another $12-15 for WOD incl. boost.

Nope, can be played from/with any IP.
You only need russian IP to register b.net Account (not 100% sure) and to register Gamekey and/or gametime (100% sure about this).
After May ban wave me and my friends changed to RUS accounts and so far no problems.
Also can play it with german client, you see no difference to the expensive EU Accounts, except you need to use Fireproxy for the submission of any key on the b.net.
The first account notice came in russian, but now one of us got 72h suspension and notice came in engl...

not sure about the risk increase, but i only lost 2 accounts on dec. ban wave so far.
also the last one i had to upgrade with my german paypal because my credit card was blocked form my bank due to too many purchases on russian website (seems suspicious to them *lol*)
