Why hb forum is open for everyone?

We got an session on that forum called "Ban Section - Ban Reports", that is open for everyone to see, make a new post and do whatever they want. what i want to know is, why? why this forum still open for everyone?
everyone can enter here, see the profiles what they do, common problens, our ban reports, EVERYTHING about hb.
This comunity should be only for who have an valid key of hb.

I would think it very likely that Blizzard has valid keys and forum accounts......if that is what point you are trying to make.

Hb is off? they know!
hb On? they know too!
