I've refunded BGFarmer back when the Store launched because I hadn't enough money but now I'd like to buy it but the store prevents me from buying it again. I don't exactly know where to ask to get the permission to buy it again^^
 
ALL purchase from store is able to refund, but if you do refund you wont be able to buy that product ever again. I'v seen that text on almost ALL store products. So i guess thats ur answer, you can't.

^This^ is the correct answer. The warnings about not being able to re-purchase at a future date are not just 'decorations'.
