Explosive Arrow

Im using explosive arrow and am attacking too fast for the arrows to explode. Is there a way to either reduce my attack speed or create a delay after a few attacks. I.E Shoot 5 shots and then stop for a second. or attack slower maybe at about 0.5 atk speed.

It needs a really specific routine, it would need to wait cast Explosive Arrow until any enemy had 5 fuses of it. Then wait until those fuses run out and repeat.
