Strange problem with leveling quests

I'm using Kick's profile, but my toons all end up at level 99 with about 50% exp and it says all quests are finished for now until Horde is done?? ANyone know whyt?

The profiles skip a lot of quests that aren't part of the completion achievements, as well as the Bonus quests which are a huge chunk of xp. I started doing the Bonus myself before leaving an area and I was almost 100 before I got to Nagrand. Doing 4 bonus quests in one area is close to half a level.
