If you have easy installer installed delete it from the plugin directory. this worked for me at least.

Greetings!
1 - Run the installer wizard from the link below this post.
2 - Make sure you are logged into windows on an account with admin privileges
3 - Make sure you are running db&d3 as administrator
4 - Make sure you have exceptions for DB built into your anitvirus, malware, firewall programs
5 - Do a fresh install using the latest normal DB release from the EXE installer

I was having the crashing upon launch,and was a bad plugin
