Usually, when you install something that has to do with Windows, it's a good idea to reboot. Windows is so quirky and temperamental. Long live Linux.

there is nothing working tryed net if tried the config ive tried to Unblock it from antivirus ive tried to run as admin ive tried to restart ive tried everything... is there one more thing Anyone thinks i could do?

The only thing I can suggest is to delete HB completely from your system, use ctrl+alt+del and check the task manager for any instances of HB running and if there are any then click them and choose 'End Process', delete anything that is related to HB from your system, then download it again, unzip it to the desktop, leave all files named as they are, and try running it as administrator.

I know it sounds redundant, and it probably is, but sometimes that helps.
