Honorbuddy encounters a problem when it opens

I told it to send the report but figured maybe someone will have an idea.

The log doesn't say anything... it didn't even get past "logging in..."

People do not want to help you when you have an attitude. When you do so nicely, people normally don't have a problem.
You should know that when you request help, log files are always required.

First, update to the latest version of HB, .730. (Doing a CLEAN INSTALL)

If that does not work, please follow these instructions exactly.

Uninstall ALL C++ redistributables.
Uninstall ALL .NET installations.
Restart your PC.

Run this tool as ADMINISTRATOR - Honorbuddy Wizard

Hopefully this fixes the problem.
