Goblin 1-12 is a mess needs to be fix

I have been trying to level a goblin with kicks 1-12 but the file is completely messed up it will not properly pick up quest something in the file is broken it says it in HB window.Can you please fix this file...

Ran it as Admin and i still get message ( Could not generate hotspot please place a quest override for this quest,, do you need me to upload the file itself?cause it seems like its not just 1 problem its the whole file it self.everything it does it doesn't complete like if the file wasn't complete or something.

Kick's will also not level a Goblin DK in BC. Runs to elites and gets two shot over and over again. Cava's won't either.
