YAR - What is it? Do we use it? Do we not?

Hi! ive been reading up on bans, and the use of YAR comes up often.
I tried to find a forum post about YAR to know what it is.
Is it something we need to turn off? A profile?

Can someone shed some light onto the purpose of YAR? Thank you for your help!
