I've tested this now on 5 different horde characters, and it's happened each time so I'm completely confident in reporting it now. When you start the leveling for 94-96 Talador, it goes to the NPC Rokhan in your Garrison and tries to pick up the quest It's A Matter of Strategy. If you have not done Gorgrond to completion, it will just sit there failing to get the quest as it's not there.
Something can be added to fix this. In order to get It's A Matter of Strategy, your character needs to go to pickup the quest Strike While the Iron is Hot from Durotan in Beast Watch in Gorgrond. This will quest is the one that gives you It's A Matter of Strategy. I've had to do this manually each time so that I can start the Talador questing profile. Just figured I'd let you know so that it can be added to the profile so others don't have the same problem.
