wiz combat not using blackhole

Hi, I am using 6pc of tal and 4 pc of Delsere's with the similar set up as http://www.diablofans.com/builds/54387-delrasha-gr50-4pc-delseres-6pc-tal-rashas
However, I notice that the bot never uses black hole even after I set aoe blackhole count to 1. Anyone could share some experience please?
