Nope, there is absolutely no way you can get it on a new account. By the way you didn't even have to pre-order the game. As long as the ROS account was activated before March 31st 2014 then you would get the Wings.
hahaha the funny thing its bound to account. and i have one for all my character in the account. that just stupid. it should be like 1 for the whole account.
