It can, just be careful you ensure everything loads before you go putting your .net framework updates and C++ updates onto the system. Other than that... Yeah it works just fine in Windows 8.1 when the bot ACTUALLY functions properly and isn't bugged like the last 7 versions +.
When it's a solid working product... It's a solid working product. If you're not broke though... Stick with 7. No reason as 8.1 is nice and all, but the performance "gains" outweigh the time/efforts to put in transitioning over along with costs.
