Why does HB not fly for repairs/sells?

Just curious...whenever I run HB, usually as quest or arch buddy, it'll fly everywhere. Then when I need to empty my bags or repair it'll run on the ground. Is there a way to "fix" this? Why does this issue even exist? Its a bit silly.
