what would be the better choice for Crusader Phalanx build?

I have Phalnax crusader.
I am debating which skill I should choose between Shield Glare and Condemn skill.
Shield Glare- Devine verdict gives 20% more damage VS. Condemn gives 1160% damage.

My DPS is about 998000 on the paper.

Can some genius figure out which skill is better for my Crusader? My brain is clogged with lack of sleep

My setup is
AC - Prophet
Valor - Unstoppable Force
Phalanx - Stampede
Provoke - Too Scared to run
Shield Glare - Divine Verdict
Condemn - Vacuum (so when my sader walks, it pulls the enemy - specially those that run away)

Finery
Lord Commander
Heavenly Str

Shield Glare

+20% Dmg
Blind (triggers bane of trapped)

+20% dmg will only apply to those blinded (not sure if the belt that blinds can trigger this)

Good Damage dealing

3s trigger (except unleashed)

Basically i dropped steed charge to get Shield glare and condemn.
Then compensated by having move speed on boots(12%) and paragon (25%)
So my game play is, as i move condemn vacuums the enemy to me and explodes while i use stampede.

so it depends on your game play what you want.

My Crusader can go up to GR 34 and possible 36? One of my gem was leveled up to 38 so I assume that at some point, it finished GR 36 or 37

I have same skills except condemn. I have judgement instead.
