What to do with primal spirit

Hello,

i'll farmed talador alot the last weak and stacked up alot of primal spirit but i can't seem to find what to do with it.
From my searches its a goblin outside the gate of ur garrison i see here but i can't buy anything.
Is it level based? my garrison is on lvl 2.

He is near the cart at the fountain in the middle of your garrison at lvl 2. At lvl 3 he moves up near battle pet trainer near the castle.

I got 600 primal spirits with my private mine and herb profiles.

I just bought savage blood and sold those.
