It's trying to use an item. For one reason or another it isn't doing it. This is a test release of HB and it is subject to have bugs.

Hi, Babarino537,

There has been a bug in that quest since the 5.3 drop.

For now, just do the quest manually, turn it in, then restart Honorbuddy.
