Well.. I don't know what to do now

I thought that I fix the problem but It wasn't.

"Could not find quest giver NPC with ID 3188 in database."

So I went to NPC with 3188 and it just start to quest (2~3 lv quest) Yeah Im 66lv it is not normal starting low level quest.

What should I do If I want to start quest with proper account lv?

Don't mean to necro but I have the same issue...

I was getting the same error - NPC ID 3188. As you suggested I moved my lvl 85 toon adjacent to Master Gavin but I could not get rid of the error until my toon completed all 3 of his missions. Now it's looking for NPC ID 3139 and wowhead or google does not identify what NPC that is. Seeing how low the ID number is, I assume it's another NPC in Durotan.

I have multiple mid to high level toons that I want to use HB to finish the leveling process. How do I do that if it's going to require me to return to a lv 1-10 area and complete all the quests again up through the current level?

I was successful with a lvl 90+ toon in WOD without being required to return to low level area but not anything before WOD.
