Using WOTB on frozen elites, any way to do it?

My barb doesn't always use it on frozen (even when he can). He just doesn't always use wotb on elites, why is that?

Also in trinity settings there is a line bul-khatos passive, what does it do? Should I tick it if I use that passive?

Tick the box 'use WOTB on hard elites only' to save WOTB for elites with hard CC.
Tick the box bul-kathos passive if you use that passive. The bot does not understand it when WOTB comes off cooldown early without this and will simply wait the original cooldown
