(RESOLVED) Unable to Select Orderbot Profile

I believe the issue is on my end, but I've run out of places to look.

Issue:
When I click on the "Load Profile" radio button RB flashes but the "select file" window never opens.

Resolutions tried:
Updated old version of RB that I was using to newest version
Restarted PC (Yes, I feel like I need to add this....)
Did a clean install of RB
Reinstalled .net framework and re-verified using the buddy wizard.
Downloaded the latest version of RB again and did another clean install.

Summary:
So, I've been away from FFXIV for the last two weeks. I came back yesterday and read up on the forums and noticed there was new version. So I upgraded to the latest version and updated all of the svns that I had, but when I went to select a new orderbot profile the dialog window to select the new xml file never appeared. I did a search on the forums for the issue but didn't find anything so I started basic troubleshooting like doing a clean install of RB. At this point I'm out of options and don't know what to try next so any help would be appreciated.

Note:
It should be noted that the functionality of all the botbases seem to be working just fine, even on the older version that I updated. In fact, on the older version, RB retained the "last used profile" in it's memory and when I pressed "start" it fired up the profile and started working. The problem is I just can't select a profile now as the window never opens. Additionally this is the only window that doesn't open. The radio buttons for Profile Creator, Global Settings, etc all work as intended.

I'm not sure the log file is going to show anything as it didn't throw any errors, so I made a quick video to demonstrate it's behavior. I'm adding this only as complementary information, I understand that this, by itself, does not show anything of probative value. It does, however, show there are no additional plugins being used.

Uninstall all versions of .net and then run the wizard.
 
Thanks mastahg. This resolved the issue.

I never knew the buddy wizard actually does the .net installation for you since I guess I've always had it for one reason or another. In any case, it must have been the .net 4.5.2 update that broke it. I had updated it for Xamarian Studios while I learn C#, and while I thought it may have been the issue, the buddy wizard said everything was ok.
