Unable to run HB

As the title says I have done a fresh install and made sure to run 32 and directx 9 when I start up everything seems fine until I start to load and then it gives me a pop up error that along the top says

.Net Runtime Error and the main text says
Can't Process Managed Resources!

then windows pops up with the stop working box. - I also ran the buddy wizard just in case I was missing something but still the same result.

I ended up deleting the routines that where from the store and re downloaded them when I restarted HB and it seems to work now.
