Trying to open HB launcher and i get an error

I have done a fresh install, multiple times, I cant figure out how to fix this error, I have tried opening a 32 bit version of WoW myself from my folder but apparently you cant anymore, I cant figure out how to fix this error, here is a screen shot of the error.

Issue resolved thank you, I just forgot to restart my PC after HB installed the windows frame stuff
