Transferring from a previously banned account = Avoiding ban?

Ok. So let's say you have 4 accounts.

Account 1 has previously been banned
Account 2 and 3 has not been banned before, but have been using bots regularily
Account 4 has never used bots or have been banned


Could you transfer the characters from account 1 to 4, and avoid being permanentaly banned on Account 4, should you bot on that account?
Because the ban is attached to the account, right? So if you want to switch off your main, on the previously banned account, to the new and untouched account, could you then resume botting, and still have 2 charges left on the ban cycle?

they ban guilds when people use them to sell gold so you can't just login to another account, basically they keep logs so I would rely on this method.

He's saying, they will keep a log saying Character A moved from Account B.
