Toon wont mount up, runs everywhere

From levels 1 to 50 ish, my toon was mounting up as needed, just fine. Soon as I hit outlands, it started walking everywhere. No mount settings have been altered at all up until this point.

I then selected a specific ground and flying mount, same result.

My toon just doesn't mount up at all, no matter what I do.
