Tips for making profiles with quests?

Has anyone some tips for making profiles including quests?

actually i quest by hand and pick up every quest. I think thats crap.

Are there functional tools which can help creating such a profile?

First problem with this simple profile:

<HBProfile>
<QuestOrder>
<PickUp QuestName="You Survived!" QuestId="9279" GiverName="" GiverId="" />
<TurnIn QuestName="You Survived!" QuestId="9279" TurnInName="" TurnInId="" />
</QuestOrder>
</HBProfile>

Why doesnt HB turn the Quest in? It doesn?t matter if i delete the givername or not. Same result. This is the first Draenei Quest. You Survived!
