Time to evolution over config

Hey,

please make the time to evolution a pokemon set over config.
I know its risky to set the time shorter than the time ingame, but
its the risk of the user. the lucky eggs lost 50% effectivity after
the update. As a developer i know its a little change to add this to
Cache/Settings.json so please bring this to your todo-list.
Maybe make it setable only over the Settings.json and not
over the UI.

The concern with this, is that we will have people trying to edit these files, and causing issues. We set certain things in stone to prevent detection in all aspects, its not just about one user or a few, its about the whole of our community. That said, I will still bring this to the Devs for consideration, but I cannot gaurentee, that it will be approved.
