time format

how do i change the forums to show 12 hour format instead of the 24 hour one.

like for me it's now 13:11 and the site will just show it as 13:11
but I think that he wants that the site will show it as 1:11

It's easy to "do 24hr" clock times anything after 12, subtract 12....
