Ticks Per Second by default

How to set value "Ticks Per Second" by default? after creation of each new bot, it is necessary to go to settings and to reduce it to 5.
I tried in GlobalSettings.xml to set

<TicksPerSecond>5</TicksPerSecond>

but doesn't work...
