ThornSader "iron-skin" and "consecration" usage

My sader keeps poppin skills when ever it can. I want to change that.

Iron Skin: When HP drops below 90% or 10 enemies nearby, pop skill.

Consecration: When 10 or more enemies within 20yd, pop skill.

EDIT: and use both skills when boss/elites near.

Is it possible to do that? How do i set it up?
