'The System cannot find the Specified File' Help!

Today i came home and tried to start HB2 1.9.2 and when i press the HB.exe it comes up with the Error message, which mainly says "The System cannot find the specified file". I Tried re-downloading HB2, re-starting my comp, running as admin, and im still having this problem, it was working fine yesterday, help would be great. Thanks
 
No Firewall that would be recently stopping it, will try the download, thanks for the fast response :)
 
create a new admin acc on windows and try again
 
i found out i installed Net Framework 4, does that effect anything?
 
unsuccessful so far, will try a new admin account
 
do you have direct x 9c- 10?
tried a new folder new install
did you reset at all
anti virus?
Firewall?
any scanners?
wanna turn off your uac? start>run>type: msconfig enter> last tab> uac > launch >restart try again!!
 
unfortunately on the new admin account a new problem has arisen, i can now open HB without errors, its a fresh install aswell but now i got a HTTP error log attached

Yes i think it was succesful, lead to something which said 'Path'

Edit: Altho i noticed when i clicked your link Windows deffender popped up, maybe new admin account re-activated it and stopped the bot from connecting, will try tand disable it now

Edit 2: Still no Luck :( its my unlucky day today
