the summoner wont damge!

Hi,
I have issue when i try to level up my summoner. it wont do any skills or damge the NPC!
Could someone help me? its level 46
i used different quest files but still same issue.

Summoner received a large overhaul with endwalker. I am slowly updating all the combat routines as I can in between fixing issues the effect all users
