Target specific pokemon?

I'm really trying to get a gyarados. Is there a way to target/find specific pokemon?

San Francisco Piers or Santa Monica Pier are great places. If anything you'll end up with a ton of Magikap which you can evolve. I think the last time I checked I had 1600 Magikarp Candy.
