System Configuration failed to Initialize

Hi guys,

I'm having an issue where everytime I try to run HB on this computer i'm getting a 'system configuration failed to initialize' error, that's all it says. I'm running the latest Vista SP2, I have .NET 2.0 3.0 3.5 4.0 installed and everything. From what I could tell from Google this is an app.config issue but i'm not sure what that means.

Anybody know what's going on here? Thank you.

It is installed, I've also used tools to clean off all frameworks and reinstall them but I'm still getting the error. I need to figure out what's wrong with my framework installations.

control panel-->programms-->windows features on and off

check if net framework is enabled
