SWTOR Daily's - Your Help needed.- Belsavis - Galactic Republic

Hey,
so im working on a level 50 daily's profile for Belsavis for BuddyWing (Galactic Republic - Light), and i NEED your help. im trying to script the quest:
Riot
Starts at Captain Devlin in the Frozecavern Canyon, The Tomb (-136, -3122)
Occurs in the cave at -38,-3098 in the Frozecavern Canyon.
Handed in to Captain Devlin
Rewards: 7,175 Credits; 1x Daily Commendation; 3353 Legacy Experience at Legacy Level 8
Affection

The problem is the Quest Giver, "Captin Devlin" doesn't have any quests to give. if someones who knows a lot can fill me in on what (if any) prerequisites are needed, i would be most appreciated.

If there's anything I can do to help; I have those quests unlocked and time available this Sunday to do specific work on it.

Pretty sure you need to do the Bonus Series Code, atleast i had to on Imp side, so guessing it's the same on pub side.
