Stuck in the 58-70 bracket

I am stuck at the start of the outlands quest. I did a few instances hoping it would jump start it, but the toon keeps running back to the dark portal and talking to the fm over and over and over. make a new Hb installation from scratch

re-svn the profile as well

totally new install everything same problem
toon is currently 61 now as well triued again making quest order false, back to true, no results.
