Strange issue - cant find NPC, flies back and forth to Booty Bay

No I wasnt referring to FP Master. I had been using the questing chain A 1-58, it kept asking the NPC for the quest but never taking it, I manually accepted quest, tried to bypass some of them by doing them manually.
Now what happens is it goes to the flight master and flies to booty bay just to hang out. When I restart Buddy it will fly back and look for that NPC and then just stand there endlessly.
