It will not finish quests in stormheim...not to mention its buggy as hell on other toons as well...but what can ya do ya know?

Stormheim was also very buggy for me. So I switched to Aszuna and now im in another zone. Every zone is scaleable so just load another zone and start there until the bugs are worked out mate.
