This works fine for both factions and can be started from the Phoenix Rise porticulum.

Vendor everything except cloth and epics. Auction those. You will get 6 platimum per hour from the vendoring and can easily get another 6 per hour from the auction house.

I don't believe it is, but you can add vendors yourself.

First you would have to go out and find the hotspot of the vendor you want to add. Then you would have to incorporate his location in relation to your grinding area with a mesh.
