Tested the following with Giles Trinity and the A3 Champion Farm profiles and came up with my flawed 2 cents worth of reasoning:

WOTB
- Seems to have a huge cooldown and downtime even with 40% crit chance unbuffed.
- Whenever you run into a champion pack or tight situation, 75% of the time, WOTB is on cooldown.
- Very dependent on routes and gear.
- If you're skipping trash mobs, thrive on chaos rune is useless, Insanity rune is better.
- Worthless, if you have subpar gear.
- Hard to start a fight with it (poor man's gear), you need to generate 50 rage.

Overpower
- Significant cooldown even with 40% crit chance unbuffed
- The AOE area is extremely tiny.
- Seems like a mediocre version of Revenge with Revel rune.
- Somewhat benefits people with poor crit gear with Killing spree rune. 6 sec buff seems short.
- Crushing advance rune is a poor man's version of Ignore Pain

Leap
- Great for increase movement and mobility.
- Synergises well with Furious Charge.
- Generates Fury.
- Iron impact rune buys 4 sec of survival time.
- Mediocre dmg, though AOE area can be increased via "Call of Arreat" rune.
 
Answer is always WOTB but depending on your spec the rune is different.
 
If the OP takes the time to list some nice arguments, you should do the same :p
 
WoTB is def gear dependant, the point is to have it up as long as possible so by the time it does wear off, you should only have anywhere between 15-25% left on CD. Get the max 25% ms because the point is you will want to run as fast as possible to initiate the next pack while keeping the aggro range low. The pathing alone in A3 Champ hunting profile should keep it more or less active, unless of course your switchiinig to the next area, porting to town etc.
 
Only way to reduce cooldown is by using the thrive rune, right? Crit chance does any difference?
 
Into the Fray is what he is refering too as the run for battle rage

So what kind of build should you have with this? I have 50 crit chance but wotb is still only up for like 30sec if lucky
 
You only get thrive/fray if you're running WW... with sword/board, insanity is better for wotb, and marauder is better for battle rage. Rend/revenge is a low rage build and you're not going to get much usage out of thrive.
 
I would choose Leap(iron impact) if with the other options i died too much.

Overpower(revel) is nice, works on all mobs decreasing the run time, and can save you sometimes with the heal, but i think it require some critchance, with low critchance maybe the leap gives more DPS cause of the low cooldown.

WoTB(insanity) is very effective against elite mobs, but have 2m cooldown. I tried it and didnt like it.. i had good gear and was clearing white mobs fast enough so i was using 1Wotb every 2/3 packs.. i prefered using Earthquake(mountain's call) with the passive boon of bulkathos

I could see WOTB being viable in Act 3 Inferno with amazing gear, but for survivability, leap is definitely the best option. I also found that sometimes my tank barb (with WOTB) would grind whites for a solid 5 minutes before encountering an elite pack, wasting literally almost 3 uses of the cooldown. Leap is basically 50% damage reduction half the time as well as mobility. It's pretty clutch for a safe, cheap, tank act 3 barb build.
 
Leap is useless next patch anyway

I use WOTB +insanity with boon passive but i have really good gear so it won't work for other people with bad gear.

WOTB. Immunity to all frozen, jail and etc alone is a great buff while killing Champions. (If you are dependent on Life steal, being frozen won't be good!)

Plus, with Thrive on Chaos rune, it will last you for a while in a monster dense map.
 
What is everyone using as their primary attack then?

Mine uses Bash with instigation. Tons of extra rage.

Some people choose to not use a primary attack, and just rely on getting a crit with normal weapon swing to start the sprints.
