Spec Change Plugin

So this may seem like a weird request, I know. I am to see if someone can make a plugin that makes sure I'm a certain spec prior to handing in quest rewards. Im in the process of leveling a monk, and I want to be getting healing quest rewards while questing from 88 to 90. Is this possible?
