Sometimes framelock causes huge drop in FPS?

So sometimes when I switch to a different character and start Raid Bot as usual, it lags super hard. It will run at 60 FPS before I start the bot but as soon as I start it, it will drop to around 3-4. It only happens sometimes, while other times it'll work perfectly. I've tried deleting my settings and what not but it always ends up coming back. Any ideas?

So it seems the lag only happens when I'm first doing the quests to open up Tanaan Jungle... Like right after I transport over and Exarch Yrel is following me around. It works fine after Lion's Watch is created but before it lags.
