Some question about DB patch 2.3

I have some question, please help me
1/ Db alway stuck and don't move after entering map or rifts. I installed fresh installer. How can I fix is?
2/ How to change my skill in Config of Trinity? I press on Equip in Wizard build but nothing happened.
