For future readers,
the problem was an Antivirus interfering:

BosslandGmbH:HelpDesk:AntiVirus Interference​

Or simply a bad installation that was repaired by doing it correctly:

Honorbuddy:HelpDesk:"Clean installing" Honorbuddy​
